ELAC – English Learners Advisory Committee

What is the role of the English Language Advisory Committees (ELAC)?

The role of the ELAC is to advise the principal and staff on bilingual programs and services to English learners. The ELAC acts in an advisory capacity.  Specifically the ELAC:

  • Advises the principal on the development of a detailed master plan for bilingual education at the individual school site.
  • Assists in the development of the school’s needs assessment.
  • Has representation on District English Learner Advisory Committee (DELAC).

The ELAC membership must include parents of English learners. The percentage of parents of English learners who are elected must be at least equal to the percentage of English learners at the school site. For example, if 30% of the students at a given site are English learners, at least 30 % of the membership of the ELAC must be parents of EL’s.  Other members may include principal, teachers, instructional aides, community members and other parents
